Phoenix's tongue cancer is apparently treatable as is his skin condition.
From The Star:
Medical tests conducted on Phoenix, a severely neglected male chow discovered last Sunday night in Courtice, show that the dog has treatable cancer.
... and ...
Phoenix's skin condition has since been diagnosed and doctors believe it should respond well to medical treatment.

I called them up earlier to see how Phoenix is doing: the woman I spoke to said he's going to be seen by an onco from Guelph, but I didn't hear when that will be (soon, I assume). She says he's in better spirits, is putting on weight, and even getting a little peppy - he barked today, for the first time!
Durham have updated his page: "Phoenix has started to show some signs of feeling a bit better. He is eating well and going outside for regular bowel movements. He even barked for the first time today. We finally got confirmation of his specialist appointment today and he will be going next Monday to have the cancer on his tongue checked out. Unfortunately that was the earliest appointment we could get. We will know more about what if anything can be done to treat the cancer after that appointment. In the meantime we are continuing to treat the other issues he has by building up his immune system and trying to clear up his infections."
I hope the Star was correct in its reporting that Phoenix' cancer is treatable. Will be thinking about him until there's an update after his oncologist visit.

He has a beautiful coat, looks like. It's good to see some pink healthy skin coming back. His poor nose.
Biscuit, yeah, it's looking like he had a really beautiful coat and maybe he will again someday. I don't know Chows well but I've never seen one with such creamy colouring before.

What a beautiful boy, considering all he's been through. Lovely coat, and although the picture is small, his skin and feet look more comfortable.
He has a ways to go with the cancer treatment, but that should be nothing compared to what he's been through.
Good on Durham Humane for rooting for this little guy. And everyone who's supported them.
Awww! He looks *SO* much better. Every day I think abut this poor dog. Keep fighting the good fight, Phoenix! Apologies to Fred if you get this message more than once. Google doesn't seem to want to cooperate with me today.
